      This setting tells the Domino server to ignore its user cache for URLs containing a certain string,

      Example DisableCacheforURL=/Quickplace/

      In the case of Quickplace we are specifying that Domino should not cache users for QuickPlace URLs. A user cache is maintained to increase performance for URL requests. QuickPlace implements its own user cache, therefore, not using the Domino user cache does not effect performance.
