      Description:
      SPR# JMOY6ZXR92 - Added the Notes.ini variable Design_V4Compatible, with the following values:

      0=never write a $ACTIONS item in a design note. This saves space at the price of incompatibility with V4 clients.

      1=always write the $ACTIONS item (same as earlier versions).

      2=only update $ACTIONS if present, don't create it.

      $ACTIONS isn't needed unless you have clients of versions earlier than 5.0 (and in that case you shouldn't be using Designer 8.0.1 anyway).
