        Prevent the server or SuperAdmin to be Manager of any database and thus allowing the ACL to be strictly used

        Valid values 0 ( SuperAdmin can be used) and 1 (ACL will always be used, regardless of SuperAdmin setting)

        NOTE: Secure_Disable_FullAdmin is the real value for this variable
