        Description:
        Turns mail cluster failover routing on or off.

        Valid Values are :
        0 - Disables Mail Router request failover
        1 - Enables Mail Router request failover

        ND6 users please set this in the server/configuration document in the advanced tab of the router options and note that there are now 3 options for failover
        delivery. This is configured by Lotus Domino 6. Remove or comment out this setting in ND6.

        Domino R5 is able to scale better than Domino R4.x, allowing it to support more users concurrently. Therefore, the following parameters should not be set in the NOTES.INI file. These parameters will be automatically configured by the Domino R5 server. They will not be present in the NOTES.INI, but if left they will be supported.

        Also, remove any DEBUG settings within NOTES.INI.
